{"id":1294,"date":"2023-02-16T12:13:11","date_gmt":"2023-02-16T12:13:11","guid":{"rendered":"https:\/\/m3meridian.com\/?p=1294"},"modified":"2023-03-11T11:48:18","modified_gmt":"2023-03-11T11:48:18","slug":"2019-mips-performance-information-for-quality-and-cost-categories","status":"publish","type":"post","link":"https:\/\/m3meridian.com\/2019-mips-performance-information-for-quality-and-cost-categories\/","title":{"rendered":"2019 MIPS Performance Information for Quality and Cost Categories"},"content":{"rendered":"\t\t<div data-elementor-type=\"wp-post\" data-elementor-id=\"1294\" class=\"elementor elementor-1294\" data-elementor-post-type=\"post\">\n\t\t\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-87b0610 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"87b0610\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-f20ca0b\" data-id=\"f20ca0b\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-a938d6c elementor-widget elementor-widget-heading\" data-id=\"a938d6c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Based on the Final Rule which was published in November 2018 the following is material pertinent to the Quality and Cost categories:<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-eeb2abc elementor-widget elementor-widget-heading\" data-id=\"eeb2abc\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Quality Category<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9fd615d elementor-widget elementor-widget-text-editor\" data-id=\"9fd615d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<ul><li>The Quality category carries a weight of 45% of your total MIPS score as compared to 50% last year.<\/li><li>Claims-based measures can only be submitted by clinicians in a small practice (15 or fewer clinicians). This is the first year that claim submission has been limited by practice size, whether participating individually or as a group.<\/li><li>This is the first year the eligible clinicians or groups can mix and match their collection types.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b6c21fa elementor-widget elementor-widget-text-editor\" data-id=\"b6c21fa\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Example, some measures can be sent via EHR and others via QCDR. If the same measure is submitted via multiple collection types, the measure that scores highest will dominate.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1e67ff9 elementor-widget elementor-widget-heading\" data-id=\"1e67ff9\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Data completeness requirement for 2019 is 60% which is the same as reporting period 2018, with the following scoring change:<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-eb24841 elementor-widget elementor-widget-text-editor\" data-id=\"eb24841\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<ul><li>For groups that submit 5 or fewer quality measures and do not meet the CAHPS for MIPS sampling requirements, the quality denominator will be reduced and the measure will receive zero points.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-02f48ea elementor-widget elementor-widget-heading\" data-id=\"02f48ea\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Topped-Out Measures: The definition and lifecycle for topped out measures remain the same for 2019, although additional factors may affect the time a topped-out measure remains, such as:<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ad34078 elementor-widget elementor-widget-text-editor\" data-id=\"ad34078\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<ul><li>Extremely Topped-Out Measures: A measure attains extremely topped out status when the average mean performance is within the 98th to 100th percentile range. Such measures may be proposed for removal in the next rule-making cycle, and will not follow the 4-year lifecycle for other topped-out measures.<\/li><li>Bonus Points: High-Priority Measures (after first required measure)<\/li><li>Same as Year 2, with the exception of CMS Web Interface Reporters<\/li><li>CMS also revised the definition of a high priority measure to include opioid-related measures \u2013<ul><li>A high priority measure is an outcome, appropriate use, patient safety, efficiency, patient experience, care coordination, or opioid-related quality measure.<\/li><\/ul><\/li><li>Improvement Scoring \u2013 Same as 2018, must fully Participate<\/li><li>Small Practice Bonus:<\/li><li>The small practice bonus will continue in 2019 reporting period but will now be added to the Quality performance category, rather than in the MIPS final score calculation.<\/li><li>6 bonus points are added to the numerator of the Quality performance category for MIPS eligible clinicians in small practices who submit data on at least 1 quality measure.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-065ecb4 elementor-widget elementor-widget-heading\" data-id=\"065ecb4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Cost Category<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0c2d853 elementor-widget elementor-widget-text-editor\" data-id=\"0c2d853\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<ul><li>The Cost category carries a weight of 15% of your total MIPS score as compared to 10% last year.<\/li><li>The Total Per Capita Cost (TPCC) and Medicare Spending per Beneficiary (MSPB) measures remain the same in 2019 reporting period.<\/li><li>CMS will also add 8 new episode-based measures to the Cost performance category<\/li><li>Calculating the Cost Score will remain the same as 2018 reporting period.<\/li><li>As with last year eligible clinicians do not need to report data for the Cost category as CMS will determine the scoring based on claim submission.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-96dca9f elementor-widget elementor-widget-text-editor\" data-id=\"96dca9f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Meridian clients should review these 2 categories to insure that they are reporting appropriately beginning in 2019.
